Accessibility statement

Commitment

Nagrik Civic Technologies Private Limited is committed to making this platform usable by everyone, including people who use a screen reader, magnification, speech input, a keyboard only, or a switch device. Accessibility is treated as a defect class: an accessibility bug is triaged on the same queue as a functional one, not on a separate wish list.

Conformance status

This platform is designed to conform to WCAG 2.1 Level AA and the Guidelines for Indian Government Websites (GIGW) 3.0. Current status is partially conformant — most of the site meets Level AA in full; the exceptions are listed under known limitations with a date by which each is expected to be resolved. We do not claim full conformance while a known exception is open.

What is provided

• Skip to main content as the first tab stop on every page.
• Text resizing to 93.75%, 100% and 112.5% from the utility bar, and browser zoom to 400% without loss of content or a horizontal scrollbar. Zoom is never disabled.
• High-contrast mode from the utility bar, meeting the 7:1 enhanced ratio. Windows High Contrast (forced-colors) is separately supported.
• Reduced motion honoured from your operating system setting, with an in-page switch as well.
• No colour-only meaning. Every score band and report status carries an icon and a word alongside its tint, so it survives greyscale printing and every form of colour vision deficiency.
• A data table behind every chart. Each chart has a “Show data table” control giving the same values as marked-up tabular data, and the table is always present in printed output.
• Real text, no images of text. The interface uses your operating system's own UI typeface — nothing is fetched from a third-party font host.
• Visible focus on every interactive element, never suppressed, with a heavier outline in high-contrast mode.
• Touch targets of at least 44 × 44 px on every control.
• Language options in English and Hindi for the full interface, with Marathi, Kannada and Telugu partially translated and marked as such in the language menu. The document language attribute changes with the selection so a screen reader switches voice.
• Breadcrumbs on every page below the home page, with the current page marked programmatically.

Display preferences

The same controls that appear in the utility bar, with each option explained. These are stored on your own device and are never sent to a server.

Keyboard operation

Everything on this site is operable from the keyboard alone.

• Tab / Shift + Tab — move forward and back through interactive elements. The first stop on every page is the skip link.
• Enter — follow a link or activate a button. Space also activates a button and toggles a checkbox.
• Arrow keys — move between values on a chart once it has focus, and between options in a menu. Left and Right step through periods on a trend chart and announce the value.
• Escape — close any menu, dialog or chart readout and return focus to the control that opened it.
• Sortable tables are sorted from the column header, which is a real button and reports the current sort direction.

There are no keyboard traps and no custom single-key shortcuts that could conflict with assistive-technology commands.

Known limitations

These are the open exceptions. Each is a real gap, described in enough detail that you can tell whether it affects you.

• Interactive chart readouts on touch. Chart tooltips respond to pointer and keyboard. On a touch device the equivalent values are available through the data table on the same card, but there is no touch-and-hold readout on the plot itself. Target: next quarterly release.
• Partial Indic translation. Marathi, Kannada and Telugu cover the navigation and control labels but not long-form policy or methodology text, which remains English. This is stated in the language menu rather than silently falling back. Target: rolling.
• Photographs attached to citizen reports. Alternative text is supplied by the person filing the report and cannot be guaranteed to be descriptive. Where none is given, the image is announced with its category and ward rather than as an unlabelled image. Structural limitation.
• Downloaded PNG summary cards. A generated image has no text layer. The same figures are on the page it was generated from, which is the accessible route. Structural limitation.

How this was tested

• Manual keyboard-only traversal of every route, checking focus order, focus visibility, and focus return after every dialog and menu.
• Contrast measured programmatically for every ink-on-surface pairing in both standard and high-contrast modes. Every text token clears 4.5:1; large text and non-text indicators clear 3:1.
• Categorical chart palettes validated for protanopia, deuteranopia and tritanopia separation rather than checked by eye, with a minimum perceptual separation enforced on every adjacent pair.
• Reflow verified at 320 px width and at 400% zoom with no horizontal scrolling.
• Rendering verified under Windows High Contrast and in greyscale print output.
