Stated plainly, because an over-claimed forecast is worse than no forecast.

Not a guarantee

A 74% confidence means roughly three in four comparable warnings have materialised in back-testing. One in four did not.

Not an instruction

Nothing here creates an obligation on any department. Warnings are decision support for the officer who already holds the mandate.

Not retro-edited

A warning that did not materialise stays published with that outcome recorded. The accuracy figure is only meaningful if the misses are visible.
